As you are aware, as a

result of the Anking piracy, it has

been agreed as temporary measure, to

supply guards on ships from Military

forces, but War Office consider that

this cannot be continued indefinitely

and that shipowners and ships officers

should themselves take adequate

measures for internal defence including

r

utilization of the Indian guards

organized at Hong Kong for the purpose.

I shall be glad if you will bring such

pressure as is possible to bear upon

the firms concerned, to adopt such

precautionary measures. It should be

remembered that the Piracy Regulations

were recently abolished in order to

meet the wish of the shipowners to be

allowed a free hand to provide for

their own defence: and there is a

certain inconsistency in their now

asking for military protection.
